Which of the following most accurately describes the problem?

to a C-licence operator with payment being made on a time basis. The customer is now suggesting a tonnage rate. What are your comments?

to a C-licence operator the driver will be his employee, as required by law. Therefore you will presumably have little or no control as to the efficiency of the use to which the vehicle is put.
