Which of the following most accurately describes the problem?

• The Department of Transport is inviting hauliers to apply for the 506 extra European Community multilateral permits promised earlier this year.

The permits, which allow holders to carry goods freely between any EEC countries, will boost Britain's 1989 quota to 1,771 — up 40% from this year's 1,265 permits.

The DTp says that applicants should be able to demonstrate a good case for the extra allocation — previous use of bilateral permits will be taken into consideration if applicants outnumber permits.

Applications should be made in writing to EEC Permits, International Road Freight Office, Westgate House, Westgate Road, Newcastle upon Tyne NE1 1TW. Envelopes should be marked "For attention of Mr 1 Hutchinson" in the top left hand corner and must be received by 4 November 1988.
