The Commission points out that most road haulage vehicles work only about one third of the 168 hours in which they are available for use, and suggests that this can be improved by double shifting, seven day working, weekend, and night delivery work.

The Freight Transport Association has "warmly welcomed" the report in general, but regrets that some of the proposals are "superficial rather than practical." °
