Transport operators are among those who are inclined to regard the European Communities Commission as, in the Commission's words, "a vast hive of civil servants maliciously meddling in British Affairs."
The EEC reports that for the size of population served — nearly 260 million — it must be the world's smallest bureaucracy, with a staff of 11,176.
By contrast, the Scottish Office has 11,.200 to exercise delegated powers over about 5 million people and the Min of Ag and Fish goes abundance with a staff of 14,300. But there are, of course, a lot of fish to be looked after and thousands of seal cubs to be slaughtered.
