Training needs quiz on qualifications

The Road Transport Industry Training Board is calling on operators to let it know their training requirements for 1979/80 — despite several doubts which cloud the issue.

It recognises that such forecasts are difficult to make because of the failure of the economy to improve, and the persistence of unemployment, but it says optimistically: "The future may well be less obscure in January 1979, when comments are being sought."

– As part of its annual reappraisal of transport training arrangements, the board has suggested general areas of possible activity, and has called upon operators for their responses.

For managers, it suggests there is a need to improve the general level of professional qualifications, and to examine the present study methods for statutory qualifications.

It suggests that more management training may be needed, and wonders whether the present inducements to take on young people with high educational qualifications are adequate.

For apprentice training, it proposes that training methods should be made flexible, but with fixed performance levels.

RTITIB wonders what effect the decentralising of the TOPS training scheme for hgv drivers will have on professional haulage sector training, and is looking for evidence of the effect of the "poaching" of trained drivers who have been through training programmes.

It recognises that special road transport training arrangements are being phased out, but says there is a possibility of some being replaced in part by Manpower Services Commission training for skills schemes.

Operators' responses will be considered by RTITB and submitted by April to the MSC for approval by mid-summer next year.

A general MSC review of training systems is about to take place, and will examine whether or not existing arrangements are meeting the needs of firms and industry in general.
