Which of the following most accurately describes the problem?

UNLESS three of their Contract A vehicles were put on Public A licence, his company would be compelled to increase their rates by about 1.0 per cent.. said Mr. J. Hackett, manager of Woodcocks Transport (Rotherham), Ltd., when their case was concluded before the Yorkshire Deputy Licensing Authority, Mr. J. H. E. Randolph, at Sheffield last week.

An application for a new A licence for three articulated outfits, at present on contract to McCall and Co., Ltd., had been adjourned some months previously to enable more comprehensive operational figures to be produced.

Mr. Hackett said the A licences would enable the vehicles to carry back loads and in this way they would be able to operate more economically. They did not want to increase their rates.

The Deputy Licensing Authority observed that the Transport Tribunal had said that if a customer came forward and said he wanted his goods moved by A-licensed vehicles and wished to give up his contract, he need not give a reason for his decision. A Licensing Authority had to accept this at us face value and not question the customer.

He was convinced that Woodcocks were an honest and well-organized company, but under the present law an unscrupulous haulier could threaten to increase rates unless a customer went to court and said a contract was unsatisfactory and he wanted an open A licence to be granted.
