SMALL HAULIERS should be encouraged to improve their maintenance and training to reduce the carbon footprint of freight transport in the UK.

According to Campaign for Better Transport, freight transport accounts for a third of CO, emissions in the UK, with lorries making up 23% of the total, vans 12% and trains 1%.

Its low-carbon transport policy for the UK argues that emissions are growing rapidly, and the efficiency of HGVs in terms of using full capacity has been static or falling.

The organisation believes investment to tackle bottlenecks in the rail and water freight networks should be provided to ensure more freight is shifted off the roads.

In the longer term, Campaign for Better Transport suggests a hub odometer-based road-charging system for trucks, with fees based on weight and distance. It adds that those with van fleets should be encouraged to run cleaner vehicles through tax breaks among other things.

However, the Road Haulage Association says tackling bottlenecks on the road would do more to reduce the industry's carbon emissions than tackling bottlenecks in the rail and water freight networks.
