Which of the following most accurately describes the problem?

The European Commission has proposed that cabotage should be limited to a seven-day period, with a visiting haulier allowed to complete no more than three domestic jobs before leaving that state.

The proposal has been approved by the Transport Committee, which supports a review of market conditions in 2013, before moving to full liberalisation.
