A PARTNERSHIP between the Brewery Logistics Group (BLG) and Westminster City Council has seen a dramatic fall in the number of parking tickets issued to hauliers in the capital.

The scheme has proved so successful that BLG chairman Mike Bracey wants other London councils to get involved and stop civil enforcement officers (CEOs) needlessly ticketing HGVs.

The pilot, in which Westminster council employed a business account manager part-funded by the BLG who worked with operators on the health and safety aspects of their deliveries, could save members up to £130,000 in parking fines.

BLG figures show that Kuehne + Nagel Drinks Logistics (KNDL) received 35 PCNs in September, compared with 174 in the same month last year. The number fell even further, to 26, in October. DHL TradeTeam was ticketed 205 times in September last year. This fell to 45 in September 2008, and 29 last month.

But during the same period, the figures show Transport for London (TfL) increased the number of PCNs issued across London.

Bracey says: "It's taken me five years to get to this point. The figures speak for themselves. 'Overwhelming' is still an

understatement. I want to take the scheme we are using to Camden and In-" TradeTeam operations manager John Crosk says he would be "staggered" if other councils didn't introduce the scheme.

"Westminster has engaged with us on the grounds of health and safety," he says. "It now understands we have a duty of care to our customers and the public, but that brings us into conflict with parking regulations.We said from the outset it was immoral just ticketing [lorries] and not looking to a resolution.

Westminster City Council's parking manager, Kieran Fitsall, says: "We've been working closely with the BLG to make it easier for lorries to complete their deliveries in the city."
