Which of the following most accurately describes the problem?

THE first c.k.d. bus kits to be supplied by Metal Sections Ltd., Oldbury. near Birmingham, to the Sudan are now being assembled by local labour in Khartoum. Until recently, privately operated public transport in the Sudan consisted of normal lorry chassis mounted with functional, though not very attractive, locally built bodies. This form of transport is no longer permitted in the three towns of Khartoum, Khartoum North and Omdurman, and as the cost of importing complete buses is prohibitive, Mitchell Cotts and Co. (Middle East) Ltd. placed an order for 20 bus body kits to be mounted on Bedford VAS chassis.

Assembly of the buses commenced early in June and the first complete bus Was ready by the end of the month, As the order was for trial purposes only the buses were not assembled under ideal conditions. Following the success of the trial a further 30 buses have been ordered, and a proper assembly line will be set up in the near future to handle these buses. it is estimated that the reduction in price over complete buses is about 15 per cent and the saving in – foreirm exchange some 30 per cent..
