Which of the following most accurately describes the problem?

THERE HAS recently been useful progress in devising methods to control spray from lorries, and the Transport Secretary is urgently examining how this can be translated into a technical standard which could form the basis of regulations.

This was revealed in the Lords by Government-spokesman the Earl of Avon after he had been asked about anti-spray legislation by Lord Montague of Beaulieu.

There would be a lot of consultation before any legislation could be introduced, replied Lord Avon, and the preparation of such a standard would naturally involve industry and other interested bodies.
