Which of the following most accurately describes the problem?

• Duncan, Barbour and Son Ltd., Glasgow, was granted six additional attics. on A licence for carrying coiled steel throughout Great Britain, at an unopposed hearing in Glasgow on Monday. Objections from British Railways and B RS were withdrawn before the hearing.

Only evidence presented by the firm was a written statement from Colvilles Ltd., the Scottish steelmaker, that it required additional transport for coiled steel distribution and a guarantee that the vehicles would be used almost entirely on Colvilles' work.

Mr. A. B. Birnie, the LA, accepted the assurance of the company that it would not have contemplated the addition of these vehicles unless it had been assured that Colvilles could keep them fully employed.

This grant, approved without objection and on written evidence alone, contrasted with the hearings of recent years when Colvilles' traffic was strongly contested and the courts sat for days hearing witnesses and objectors.
