Which of the following most accurately describes the problem?

• Further consideration is to be given to the proposed rapid transit system sought by Manchester. At a joint meeting of five committees last week a report, by five local government officials, which was then presented, recommended that, rather than seek powers to enforce acquisition of land for the system, the whole scheme should be investigated again.

The investigation will be carried out by the SELNEC Transport Study Group. This report is not expected for about six months and the final decision will rest with the SELNEC PTA.
