Which of the following most accurately describes the problem?

• An allegation that lorry drivers were charging their employers parking fees and then leaving their vehicles in the streets was made by ClIr. Fred Povey at a meeting last week of Birmingham City Council. Questions had been raised about danger to children and pedestrians when heavy goods vehicles were left in side roads during the hours of darkness.

Cllr. H. Edwards, chairman of the public works committee, recalled an evening when he found eight lorries parked on a pavement. Damage to pavements so caused, he said, last year cost the ratepayers £100,000. He reported that it was proposed to make an order prohibiting lorry parking in two areas of the city. The order would need the approval of the Transport Minister but it was hoped that a start would be made on the experiment very soon.
