Which of the following most accurately describes the problem?

One operator's experience

Oldbury-based Groupage Services sends about 100 trucks a week to Germany, but the firm has been unable to get hold of any OBUs so in the interim its drivers are paying by credit card.

So far so good business development manager Ken McIntosh says: Were getting on with it OK, its not been an issue really. That said we had one driver pulled over by the police as he'd started his journey too soon. Apparently it takes 20 minutes for the details to be uploaded to the satellite.

"However what it has done is focused us on our German operations we look for partner firms to make the final deliveries and concentrate on making sure we take the shortest route possible, otherwise the costs mount up."
