Which of the following most accurately describes the problem?

has called for an independent roads "czar' to be appointed to champion the interests of road users.

The organisation, which this week published its annual report on motoring, says such a czar should be given responsibility for monitoring and report ing on road maintenance and management, investment in road building, safety strategies and cost/benefit analyses of road charging.

Elsewhere in its report, the RAC calls for research into how the internet buying revolution will affect the number of deliv ery vehicles on the road. Its research Suggests that more than a third of Internet users would still support the growth of home shopping, even if it did increase the number of vans and lorries making deliveries.

The report also calls for a public education campaign on

the risks of drug-driving. It wants pharmaceutical companies to introduce a "traffic light" warning scheme for prescription drugs and other medicines to give drivers more effective guidance.

The RAC will publish a truck report next month.
