Which of the following most accurately describes the problem?

• The Port of London Authority's Customs Entry Section is to be closed at the end of March as a further step in the Authority's current programme of reorganization and rationalization.

The section, which is part of the PLA's marketing department in its head office, will not be available from March 23 and the staff will be redeployed under a departmental reorganization plan. This means that the section will no longer be available to accept any instructions for the preparation of entries, bills of lading for release, notices requesting immediate delivery terms, verbal requests for telephoning releases to the docks nor documents of any kind for transmission to the docks. Also, from March 23 the PLA's head office will no longer be able to accept late entries at present covered by the conditions of quay or immediate delivery rates.

The PLA is advising importers to make alternative arrangements for the release of bills of lading and for the preparation of Customs entries. It is suggesting that they finalize a new system well in advance of March 20. From that date all documents, including bills of lading and completed Customs entries, will be required to be sent direct to the docks manager of the dock of discharge.

The various dock managers are also making arrangements for officers within the docks to attend to requests for warehousing facilities. These requests are at present dealt with by the Marketing Department and the only alteration after March 23 will be that requests will have to be directed to the individual docks concerned.

The Authority's office at Chamber of Commerce House, Harborne Road, Birmingham 15, will be closed at the end of the working day on Tuesday, March 31, and all correspondence, telephone calls and inquiries should thereafter be made to the Marketing Manager, Port of London Authority, Trinity Square, London, EC3, telephone 01-481 2000.
