Which of the following most accurately describes the problem?

THE LANE discipline of Continental lorry drivers was praised by Government spokesman Lord Melchett last week.

He was speaking in the Upper House after Lord Redesdale had asked what was being done to inform drivers of large articulated vehicles, particularly those from the Continent, that they should not go into the third lane.

His understanding was that, on the whole, Continental drivers had a better reputation for sticking to the left — or the right in their case -than drivers in this country. replied Lord Melchett.
