Which of the following most accurately describes the problem?

• A call for legislation to ensure that Scottish bus companies took account of British Standard Time met with no success in the Commons last week. Mr. Alick Buchanan-Smith (Tory, North Angus and Mearns) asked for the law to say that bus companies in Scotland should ensure that their timetables were adjusted or additional services provided to take account of changes in school hours as a result of BST.

Mr. Richard Marsh, turning down his request, pointed out that timetables for licensed bus services were controlled by the Traffic Commissioners who would consider any requests made to them for alterations.
