SOME OPERATORS making deliveries in London are reporting reductions of up to 65% over the past 12 months in their penalty charge notice (PCN) ines, according to the Freight Transport Association (FTA).

In Delivering in London: PCN Report, the FTA reveals an average reduction in PCN ines of 30% in the worst hotspots.

The FTA, through its PCN steering committee, has engaged with the London boroughs to ensure they implement a doubling in loading times from 20 minutes to 40 minutes. The borough of Richmond is an exception to this.

It has also promoted improved training for civil enforcement oficers, drivers and transport managers, and a ‘light touch’ approach for the most professional operators.

The worst hotspot for PCNs is the West End. Comparisons between the latest report and the FTA’s survey a year ago show some signiicant improvements.

Within the City of Westminster, Regent Street remains the worst hotspot, but six streets have fallen
