Westminster City Council is understood to be concerned about the impact of the closures on nearby roads. Announcing the proposals, deputy prime minister John Prescott said measures were needed to secure longer-term restraints on road traffic and congestion in line with the recent transport White Paper.

However, the schemes are not welcomed by the Freight Transport Association which believes there are already draconian measures in place restricting IIGV movements.

"The plans are an architects' delight but, I suspect, a distributor's nightmare," says London and South East regional policy manager Sue Moody. This does not address the business sector enough and take into account deliveries that have to be made," she adds.
