Which of the following most accurately describes the problem?

• Turners (Sohaml Ltd has bought II ERFs, its first Britishbodged tractive units for a decade. The East Anglian fridge and tanker specialist's 500-strong fleet consists mainly of Volvo and Scania tractors, but experience with the reliability of a number of Gardner and Cummins-engined ERFs from the late 80s, combined with a successful Fuel Duel challenge, convinced Turners to buy the ECI 1 6x2 mid-lift tractors. The vehicles are powered by 380hp Cummins MI I engines, and fitted with Cummins' Road Relay driver information system. Commenting on the firm's policy of running on six axles, director Franklin Turner says: "The main attraction was the extra margins on weight distribution. The coming benefits of 41 tonnes and lower taxation will be a bonus."
