Which of the following most accurately describes the problem?

• Tables giving fuller details of goods vehicles on 0 licences have now been published by. the DoE. The new statistics have been obtained from a computerized register of all vehicles on 0 licence compiled by the DoEand maintained from returns received from Licensing Authorities.

The statistics contain considerable detail concerning vehicle type and type of body fitted (flat box, insulated tanker, etc) as well as year of first registration and gross weight. In addition to providing basic information of the heavy goods vehicle fleet, the register also serves as a sampling frame from which the sample is drawn for the "continuing survey of the transport of goods by road".

The statistics issued last week show, for example, that of 524,000 vehicles licensed in September 1972 over 30,000 had a gross weight of over 24 tons and of these 83 per cent Were articulated. The statistics also show that in September last year about 18 per cent of all goods vehicles over 3.5 tons gvw were articulated compared with only 13 per cent of those over 2 tons ulw in 1967/8 (2 tons ulw is broadly equivalent to 3.5 tons gvw).
