Which of the following most accurately describes the problem?

• A blueprint for replacing journey permits on interstate operations has been proposed by the European Conunission.

The Community transport authorisation will be quota-free, and valid for six years. It will give holders access to the Community transport market without any restrictions on the number of journeys.

It will consist of a two-page document which identifies the authorised haulier and lists any conditions. From 1 January 1993 all vehicles which travel between member states or cross a border between a member state and a non-member country will have to carry a copy.

In the UK the authorisation will be issued to holders of standard international 0-licences.

The issuing authority must verify that the haulier still complies with the standard 0-licence requirements, including good repute and financial standing.

The authorisation will be withdrawn if the haulier no longer satisfies the requirements or conditions or if he is repeatedly convicted of serious breaches of transport law.
