Which of the following most accurately describes the problem?

• The West Midland Traffic Commissioners this week announced their decision into the application by Midland Red and Andy's Coaches for an additional picking up /setting down point in Printing House Street, Birmingham, for excursions and tours to be used exclusively by members of the Evening Mail Housewives' Circle,

Midland Red objected to the application by Andy's Coaches and a number of objections were received by other ciperators into both applications.

Although the Commissioners conceded that the existing facilities were sufficient to meet the needs of the Housewives' Circle they felt the requirements of this group were some

what different to those of the general public.

The Commissioners' decision was that "the logical and proper choice is the Midland Red who are existing operators in the City centre-.

The application by Andy's was therefore refused.

They concluded by saying: "The Commissioners wish to emphasize that this is a grant of an excursion and tour facility carrying with it the standard fares applicable to all Birmingham operators. It was made on the special facts of this particular case and any attempt made to use it as a platform for psuedo private party operation will be scrutinized with care".
