• An application by Ferrymasters Ltd. for eight artics on a new A licence, based at Preston, has been refused by the North Western deputy LA. Mr. A. H. JolLille, in a written decision. At the public inquiry in Preston (CM June 27 and September 12) there were eight objectors. The deputy LA refused the application on the grounds of irregular operation in the Preston area, lack of precision in the declaration of normal user and lack of evidence to support the verbal explanation of such normal user.
Mr. JollifTe said the effect of the present set-up was that the company had been able to build up a substantial business in the North-Western Traffic Area (£71,285 in the three months ending June 30 1969) without having any vehicles licensed in that area.
With regard to the normal user declaration, Mr. Jolliffe said it should he precise. "All types" of trailers appeared to conceal low-loaders, often the subject of much contention.
Lastly, he said, the applicant based its case on Continental traffic but the bulk of the evidence related only to Northern Ireland. The only foreign witness, from Rotterdam, operated via the East Coast.
