Which of the following most accurately describes the problem?

• Directors of two firms were strongly criticized last week for failing to attend S.178 public inquiries in Glasgow.

Mr. A. B. Birnie, the LA, said: "Their nonattendance is deplorable. It affects the programme of this court, interferes with my vehicle examiner's time schedule, and causes great inconvenien ce.

It was with "considerable reluctance" that Mr. Birnie decided to adjourn the cases concerning Toolsdeal Fabrications Ltd. of Glas gow, and Stonefield Laundry Ltd., Stonefield, Paisley.

Both had been called to answer allegations concerning the roadworthiness of their transport vehicles. When solicitors tried to make statements on behalf of the firms Mr. Birnie told them it was "a waste of time". The operators would have to attend in person.

"If they do not," he added, "I will be entitled to assume that they have no objection to the likelihood of my cancelling their licences."
