Which of the following most accurately describes the problem?

• Most employers within the scope of the Distribution Industry Training Board are to pay a levy equal to 0.5 per cent of their payroll in the year ended April 5. 1969. Employers whose total payroll is less than £5,000, are to be excluded, and the payroll of leviable employers is to be reduced by £2,500 before assessment.

The proposals were submitted by the Board to Mrs, Castle, Minister for Employment and Productivity, who has announced her approval. The order came into effect on September 12.

The levy will be used to make grants, among other items, towards the cost of introductory and continuation training of training officers, the employment of training officers by firms and training development officers by trade associations, courses for apprentices, instructors and managers, correspondence courses, and a contribution towards the rent of premises and the cost of equipment used exclusively for training.
