Which of the following most accurately describes the problem?

• Many small hauliers have told the North Western Licensing Authority, Mr. Charles Hodgson, that they are giving up their businesses because of the pressure of legislation and the amount of form-filling which they fear is going to be involved in operating road transport in the near future.

This was revealed by Mr. Hodgson when, as reported on page 59, he addressed delegates at CM's Fleet Management Conference in Manchester last week. He was commenting on some of the likely effects of operators' licensing, following a simulated application pre sented at the conference.

Mr. Hodgson thought that LAs could lay down no hard and fast rules about operators' licensing and in making their decisions on applications they would have to play it off the cuff, as indeed they had done with carriers' licensing for the past 36 years. He was, however, sure that the new system would have the desired effect of producing safe vehicles on the road and said he hoped operators would pay serious attention to the maintenance and other factors affecting safety which were fundamental in the new legislation.
