Which of the following most accurately describes the problem?

A SOUTH MIMMS lorry driver has lost his appeal against a conviction for ignoring directions given by a Vosa stopping officer.

Michael Tugwood had been convicted of the offence by Hertford Magistrates and was fined £100 with £250 costs. Vosa stopping officer Martin Faulkner told St Albans Crown Court that he was in full uniform of a yellow jacket and white cap. He said he had erected signs one at 150 metres from where he was standing and a second sign 75 metres away indicating there was a vehicle check in operation. He was standing outside the check site in full uniform.A white skip lonywas the only vehicle approaching him; he raised his right arm and waved his left arm towards the entrance to the weighbridge. The vehicle was travelling at about 45mph and made no attempt to slow down or stop. Faulkner reported that he had to move off the road and on to the footpath, out of the way of the lorry which then passed him.

Tugwood maintained that he did not see the signs or the officer. Dismissing the appeal and ordering Tugwood to pay an additional £350 in costs, Judge Gosch.al k said he was satisfied that signs had been displayed, and that signals had been given by the accredited officer which were readily visible to an attentive driver.
