Which of the following most accurately describes the problem?

• The Vehicle Inspectorate and Warwickshire Police are running a pilot scheme to prosecute offending foreign drivers directly after roadside checks.

Under the scheme magistrates or their clerks sign summonses on the spot. Foreign offenders are then taken to a special sitting of the magistrates court.

Last Thursday 32 vehicles were stopped at the Warwick

Services on the M40 southbound. Summonses were issued to one Belgian and two German drivers for hours offences; they were fined a total of 21,500 by the Leamington Spa magistrates,

Wolfgang Marx was fined 2800 for two offences of taking insufficient daily rest and two offences of exceeding the daily driving limit. Peter Loppnow was fined 2500 for one daily rest offence and one

daily driving offence. Thierry Philippe was fined 2200 for one daily rest offence.

They wore each ordered to pay £75 costs.

A variety of other offences were also discovered, including using vehicles without an 0licence and having no community authorisations. A number of British drivers will be summonsed to appear before the Leamington Spa magistrates in due course.
