Which of the following most accurately describes the problem?

AN ALTERNATIVE to speed limiter devices for light commercials has been developed by Torque Ltd of Rochdale. The Stanley Speed Logging Unit consists of a speed warning buzzer and flashing light, which is activated when a pre-set vehicle speed is reached. The driver should then control his own speed. If he chooses to ignore the warning, the unit then logs up one digit for every five seconds he exceeds the preset limit.

Torque claims that a simple fuel saving bonus scheme could be used in conjunction with the device, with companies setting their own levels of payments or penalties.

The unit can be fitted to most types of light commercial vehicle and is tamper proof. It is supplied complete with all brackets and wiring for simple, fast fitting to any type of vehicle. The sender unit is easily fitted into the speedo or tachograph drive cable. Price to fleets is around £86 plus VAT. Torque Ltd Unit 2, Dodgson Street Rochdale Lancashire 0116 5SJ"
