LOCAL authorities and the police arc to be given the right to object to applications for PSV operators' licences.

Agriculture Minister of State Lord Belstead told peers that after careful thought the Government has finally decided that the right of objection was acceptable even though the Government would have preferred not to have conceded the principle.

Both the police and the Council would be expected to exercise it on grounds of public policy, "However, we are still convinced it would be wrong to allow to existing operators a right of objection to new applicants who are their potential competitors," he said.

Despite the lack of a right of appeal, Lord Belstead emphasised that operators or anyone else who had good reasons against giving a licence to a new applicant "can and should" tell the Traffic Commissioner, he said.
