Which of the following most accurately describes the problem?

I think there is a lot wrong with your observations in the editorial of September 14: 1, A fair number of areas had "JICs" (notably Scotland in 1 978).

2, There is no evidence to support your assumption that formalised procedure reduces the chance of conflict, eg the events leading up to the stoppage in January 1979.

It is, I would have thought, an indisputable fact that there exists an imbalance of power as between trade unions and employers. The setting up of JICs contributes to that imbalance of power in that it assists TUs to press their case.
