Which of the following most accurately describes the problem?

A number of urban district councils to the north of Bradford and Leeds, lying in the valleys of the Wharfe and the Aire, all with a certain community of interest, have formed a joint committee for dealing with motorbus matters, and now accept a single inspection for the granting of licences throughout the whole of the area as well as Common conditions relating to such vehicles.

At the first meeting of the committee it was resolved that the regulation prohibiting drivers from smoking should be more strictly enforced. The inspector (Mr. It. Melhuish) stated that the

proprietors were giving the regulation their support and were dealing with eases which arose. It was stated that drivers considered that the regulation only applied to their own district, but it was pointed out that it applied to the whole of the area. The carrying of petrol and oil inside the buses was prohibited and it WAS decided that insurance policies, or receipts for third-party

insurance and the covering of passengers' risks, should be demanded. Reference was made to the proposals of the Bradford City Council to run

services outside the city. Interviews with several local councils have been held, asking for support for the Parliamentary Bill it was proposed to bring forward, but was stated by the delegates that opposition was being made by some of the councils. This was on the ground that the existing services were adequate, whilst the Shipley authority stated that the congestion of traffic on its roads would not permit of further services being introduced.
