Which of the following most accurately describes the problem?

• Road hauliers are being encouraged to complain to the Government about red tape as part of a new initiative by trade and industry secretary Michael Heseltine to help streamline business practices.

Heseltine has asked all Government departments to scrutinise every regulation that affects business with a view to repeal. If the regulation is

necessary, he says, it should be "strictly proportionate to the problem".

He also wants to vet the total burden imposed by a number of different regulations all applying to the same business and the cost of complying with them.

A spokesman for the DTI has urged complainants to contact the Department of Transport where the minister designated for deregulation is Steven Norris MP.

Garry Turvey, director general of the Freight Transport Association says he will be writing to Heseltine urging him to look at current practice which requires some vehicle operators to have triple registration, with waste management, environmental health and licensing authorities.
