Which of the following most accurately describes the problem?

HUGE numbers of tourists using Dover's Eastern Docks resulted in massive delays at the port last weekend as traffic was diverted off the new Jubilee Way by-pass.

The build-up of tourist traffic resulted in 15-hour delays for some freight vehicles after police brought in diversions.

Vehicles are not allowed to queue along Jubilee Way which is designated as a trunk road.

A spokesman for Dover docks told CM that the build up was caused by a "staggering" number of continental tourists going back to France via the port.

"The continentals just do not like booking for ferries — they just turn up and wait," she said.

And she assured drivers that this was not the kind of delay that could be expected during the peak holiday period — now only eight weeks away.
