Which of the following most accurately describes the problem?

From Ron Douglas's article on MoT testing (CM, April 7), it would appear that not all testing station are working to the same rules.

It would be impossible for your correspondent to use the system he does at our local station, It does not matter what is wrong with a vehicle, their rule is that if it can be put right without that vehicle leaving the premises, they will re-test free. Otherwise they issue a fail certificate and a fee has to be paid on re-examination.
