Which of the following most accurately describes the problem?

A FORMIDABLE list of 34 objectors had been

whittled down to two when British Railways made a successful application for eight new A licences to the South Wales Licensing Authority in Cardiff on Tuesday.

The two remaining objectors, Hill's Transport (Cardiff) Ltd., and Robert Wynn and Sons Ltd., withdrew after the application was amended to seek the eight licences solely for the collection and delivery of railborne containers for the new Freightliner terminal which comes into operation next month. The containers will be carried within a radius of 25 miles.

British Railways intend to use the eight vehicles as a nucleus to start their service. The anticipated build-up of business would probably require up to 30 vehicles said Mr. T. B. Llewellyn, BR Cardiff division sales manager. It was intended to hire private hauliers to meet the demand as business increased.

Mr. H. Mann, for BR, said the new service between Cardiff and the North (Liverpool and Manchester) would start next month and the London to Cardiff service was scheduled to commence on July 31.

Mr. Eric H. Hopwood, assistant to the manager, containers and Freightliner, British Railways Board, said hauliers who wished to use the rail facilities would be offered wholesale terms. After granting the application the LA, Mr. Ronald Jackson, named nine firms who failed to appear after lodging objections. "They did not even have the courtesy to inform the court or British Railways that they were withdrawing their objections", he said.

The firms were: Argosy Transport Ltd.; R. W. Baker (Stonehouse) Ltd.; Black Rock Haulage and Motor Co. Ltd.; I. Caswell (Ebbw Vale) Ltd.; D. Gillard and Son Ltd.; Glyn Phillips and Son (Newport) Ltd.; Trevor G. Phillips Ltd.; G. N. Ricketts and Co.; Graham Williams (Transport) Ltd.
