Which of the following most accurately describes the problem?

• Operators should check both the ordinary driving licence and the hgv driving licence of drivers applying for jobs, Mr H. Kenning told the Association of Industrial Road Safety Officers at Birmingham on Wednesday. Mr Kenning said some drivers were producing only their hgv driving licence so that any endorsements on their ordinary licence were not disclosed at the time of interview.

Mr D. Milburn, of the South West London Group Training Association, was concerned about the publicity caused by claims that drivers who had no previous experience of driving heavy vehicles could be, and were being trained in only five days to a standard sufficient to pass the hgv test. In his opinion, nothing less than 10 days' training should be undertaken before submitting new drivers for test, and this might well need to be extended to three weeks depending on the ability of the individual.

After discussion of fog driving procedure, Mr A. E. Teer summed up by emphasizing that whatever the excuses put forward for "motorway madness" and suggestions for a cure, it was purely a question of training and more training. Drivers who followed closely behind the vehicle in front in thick fog because of a fear of being left behind should not be driving in such conditions anyway, he added.
