• The Freight Transport Association is pushing the government to create a single authority that will co-ordinate the road network to avoid a repeat of scenes like those on the snow-bound Mlearlier this year.
It feels that the current system, comprising the Highways Agency police and rescue services, leaves no single authority accountable for the road network and, as a result, there is a lack of clarity and co-ordination.
Speaking at a briefing this week, FTA chief executive Richard Turner pointed to the situation on the Mil earlier this year when freezing conditions and snowfall conspired to bring traffic to a grinding halt.
Gritters were ordered too late, police forces did not coordinate their actions and the emergency services found it impossible to get through, he says.
"There's a multi-headed responsibility for maintaining the network when there's heavy traffic and it can't be run that way anymore," says Turner. "We need people to take responsibility for improving the network that we have got."
FTA president John Allan says the network needs shortterm fixes now Mile long-term solutions are implemented.
