Which of the following most accurately describes the problem?

• A check on forei. vehicles carried out by the Lancashire police together with the Department of Transport has led to four foreign lorry drivers being ordered to pay fines and costs totalling £900 at a special late night sitting of the Leyland magistrates.

Erik Svensson, of G L Gugvent 55, 9000 Aalborg. Denmark, pleaded guilty to failing to take a daily rest period, Charles King of 100 Greenfields, Rosbrien Limerick, Eire. pleaded guilty to failing to take a weekly rest period. Charles Morgan, of Palmerston Old Town, Co Dublin, Eire, pleaded guilty to failing to take a weekly rest period and Neils Tamisem, of Sarris 6560. Sonnersted, Denmark, pleaded guilty to failing to take a daily rest period. Each of the drivers whose vehicles had been prohibited for an eight hour period was fined 2200 and ordered to pay prosecution costs of 225.

Imposing the fines or an alternative 30-day prison sentence, the chairman of the magistrates said that these were very serious offences and foreign drivers could not come into this country and drive and work excessive hours. Svensson paid his fine and costs in cash, the other drivers' fines and costs were deposited at Solihull and Felixstowe police stations later that evening.
