Which of the following most accurately describes the problem?

THE Road Transport Lighting Bill, which embodies Part II of the Government's Road Traffic Bill and was introduced as a private member's Bill by Mr. Lougher, reached the Standing Committee last Tuesday. There is hardly any possibility of the measure being passed into law this year, but the discussions will result in amendments being made which will render easier the passage of Part II of the Government's Bill when that Bill is at last tabled.

The first discussion took place on one of a series of amendments designed to omit from the Bill the power proposed to be given to the Minister of Transport to make Orders and Regulations. The argument was thatl more specific provisions should be in tl4 body of the Bill and less power given to the Department, so that everybody' concerned should know exactly boe they were affected.

In view of possible developme ts of mechanically propelled vehieles in future he thought that it would be un• wise not to leave some power of regulation in the hands of the Minister. Thereafter a number of amendments to leave out the references to regulations were withdrawn and several agreed to. A number of detail and drafting amendments was :afterwards agreed to. An amendment permitting regulations prescribing the conditions for the carrying of lamps which move with the movement of the front wheels was agreed to on the understanding that it would be further considered.
