AVehicles used expressly as breakdown recovery vehicles are classed as "motor tractors" and as such do not have to meet specific brake-efficiency figures. Therefore, as far as such vehicles are concerned the existing requirements continue to apply, Additionally, breakdown recovery vehicles are initially to be excluded from the plating and testing requirements which are due to come into effect in the middle of this year.
