Which of the following most accurately describes the problem?

TRII3UTE was paid to Birmingham Chamber of Commerce by Mr. G. K. Newman, secretary general of the R.H.A., at the annual dinner-dance of the Birmingham sub-area of the association East week, for their initiative in sponsoring a survey of vehicle delays at termini.

Hauliers were the first to suffer, said Mr. Newman, from delays at customers' premises and those caused by traffic congestion but if delays continued they would have a serious effect on trade and industry in the form of increased rates. The association earnestly desired to co-operate with traders to reduce delays and were launching a campaign with the slogan " Turn That Lorry Round."

The campaign mentioned by Mr. New

man will initially involve the sending of leaflets, together with a personal note, to customers by R.H.A. members, These make commonsense points about how delays to vehicles can often be avoided, for example, by ensuring that staff are available to meet incoming loads, by warning the haulier in advance of any likely unloading restrictions at certain times and, where possible, by instigating central loading/unloading arrangements to serve several customers in the same building.

The first leaflet is to be directed primarily at manufacturers, but others will be designed to invite better co-operation from wholesalers and retailers, and from docks organizations.
