The suggestions must, of necessity, be vague because the Ministers have already decided not to establish principles of common policy yet. Among the suggestions that went forward will, I think, be found ones relating to enlarging quota figures for international transport But it seems unlikely that the Ministers will be able to meet their deadline for the establishment of these quotas. They have to recommend to the governing body of the Common Market their plans, and that body then has to form its own policy— all by May 31. This date must now be considered as "unrealistic," particularly since France, Germany and Holland still cannot reach agreement on tariffs and quotas.
