Which of the following most accurately describes the problem?

EXPORTS of 8,466 commercial vehicles last October compared with 10,673 in the same month of 1957. Details are given in the accompanying table. Average weekly output in October at 5,909 was slightly higher than that for January-October at 5,892.

Production that month totalled 29,544, comprising 28,366 goods vehicles, including tractors and special types, and 1,178 passenger vehicles. Of the goods vehicles, 15,490 had -carrying capacities of up to 15 cwt., 6,284 15 cwt.-3 tons. 3,441 3-6 tons and 3,151 over 6 tons. The passenger vehicles comprised 908 single-deck and 260 double-deck motorbuses, and 10 trolleybuses. In the 10 months ended October the total production of 259,215 was made up of 251,221 goods and 7,994 passenger vehicles. By carrying capacity the goods vehicles comprised 139,260 up to 15 cwt., 134 57,313 15 cwt.-3 tons, 30.458 3-6 tons and 24,190 over 6 tons. The passenger vehicles were 5.831 single-deck and 1.955 double-deck motorbuses and 208 trolleybuses.
