Which of the following most accurately describes the problem?

II South Yorkshire police have joined the family of a van driver killed in a hit and run accident in appealing to hauliers to help them track down an unknown truck driver witness.

Victim Trevor Richardson died from multiple injuries after being struck by an HGV while believed to be changing the offside wheel on his trailer on the verge at the side of Sheffield's Parkway, a dual carriageway.

Detectives believe the witness was driving a white Leyland Daf flatback truck carrying steel. He stopped in a layby near the scene of the accident before crossing the road and asking a group of men working on the carriageway to phone for an ambulance.

A police spokeswoman says: "We believe his evidence could be crucial to our investigation."

About 8% of all people killed on motorways are on the hard shoulder at the time.
