Which of the following most accurately describes the problem?

VHILE I AGREE with many of )ave Young's concerns and ideas rith regards to the creation and dministration of the driver's "PC, he appears to be missing iy main point.

The sad truth of the matter is at it doesn't matter how much me, effort and thought is put into xactly what the training is to iclude, and how it is assessed — le vast majority of drivers will bject and dismiss it as irrelevant ithout bothering to check their ids in the first place.

You could be teaching them landarin Chinese for all they care... they simply want no part of it, in any form.

Of course I'm glad Mr Young respects us as much as he obviously does, hut sadly there are times when that respect is unjustified, and God forbid anyone should actually ask a driver to prove his skills or worth. It is precisely this reluctance to engage with the initiative that will lead to pen-pushers deciding the detail —many drivers are interested only in moaning about the state of the stable door after the horse has bolted. As usual.
