Which of the following most accurately describes the problem?

'THE importance, in the interests of 1 road transport as a whole, of finding some method of controlling the evils, such as gross overloading, which plating was designed to overcome, was emphasieed on Wednesday by Mr. K. C. Turner, president of the T.R.T.A., at the annual general meeting of the Association's Northern division.

Mr. Turner foresaw that any satisfactory system must fulfil three essentials. It must be fair to the operator, readily enforceable and, at the same time, not restrict unreasonably the amount which vehicles can carry.

He congratulated the • Minister of Transport on recognizing in the face of not inconsiderable opposition, that the competitiveness of British transport, particularly in the face• of European competition, required larger vehicles to be available. At the same time it would be idle to pretend that problems did not exist by virtue of weak bridges and narrow streets. Mr. Turner said "the moral must surely be to remedy the deficiencies and not to restrict the technical advance or road transport ".
